Hərbi ekspertin sözlərinə görə, erməni silahlı birləşmələri tərəfindən geniş miqyasda ərazilərin minalanması, sözügedən fəaliyyətin nə qədər mürəkkəb, vaxt və resurs tələb edən bir proses olduğunu bir daha təsdiqləyir: “Xüsusilə qeyd olunmalıdır ki, mina və partlayıcı sursatlardan təmizləmə fəaliyyəti əsasən Azərbaycan dövləti tərəfindən öz maliyyə imkanları və texniki resursları hesabına həyata keçirilir.
Bu kontekstdə, beynəlxalq təşkilatların məsələyə yanaşmasında selektiv və ikili standartlara əsaslanan münasibət müşahidə olunur. Bugünə qədər mina təmizləmə prosesi üzrə Azərbaycan Respublikasına göstərilən beynəlxalq dəstək kifayət qədər məhduddur və əsasən simvolik xarakter daşıyır. Buna baxmayaraq, Azərbaycan dövləti bütün resurslarını səfərbər edərək, işğaldan azad edilmiş ərazilərin bərpası və təhlükəsiz şəkildə istifadəyə verilməsi istiqamətində ciddi nəticələr əldə etmişdir”.
Ekspert qeyd edib ki, ilkin mərhələdə işğaldan azad olunmuş ərazilərdə strateji əhəmiyyət daşıyan sahələrin mina və partlayıcı qurğulardan təmizlənməsi prioritet istiqamət kimi müəyyən edilmişdir: “Bu sahələrə əsasən avtomobil yolları, ictimai obyektlərin inşası üçün nəzərdə tutulmuş ərazilər, mühüm infrastruktur obyektlərinin yerləşəcəyi sahələr və kommunikasiyaların keçəcəyi marşrutlar daxildir. Təhlükəsizlik və yenidənqurma prosesinin fasiləsiz davam etdirilməsi baxımından, məhz bu ərazilərin ilkin mərhələdə təmizlənməsi zəruri və obyektiv xarakter daşıyır.
Hazırda Azərbaycan Respublikası mina və partlayıcı sursatların zərərsizləşdirilməsi sahəsində texnoloji imkanlarını genişləndirməkdə davam edir. Bu çərçivədə, müasir texnikanın, o cümlədən uzaqdan idarə olunan və yüksək dəqiqliyə malik mina təmizləmə avadanlıqlarının ölkəyə gətirilməsi və əməliyyatlara cəlb olunması diqqətəlayiqdir. Xüsusilə Türkiyə Respublikasından əldə edilmiş texnika vasitələrinin tətbiqi əməliyyatların təhlükəsizlik səviyyəsini və effektivliyini əhəmiyyətli dərəcədə artırmışdır.
Bununla yanaşı, mina təmizləmə işlərini yerinə yetirən şəxsi heyətin sayının artırılması, onların mütəmadi olaraq ixtisasartırma və praktiki təlim toplanışlarına cəlb olunması da aparılan fəaliyyətin əsas komponentlərindəndir. Bu tədbirlər mina təmizləmə heyətinin peşəkarlıq səviyyəsinin yüksəldilməsinə və onların əməliyyat şəraitində düzgün qərar qəbul etmə bacarığının inkişaf etdirilməsinə xidmət edir.
Qeyd olunmalıdır ki, Azərbaycan Respublikası işğaldan azad edilmiş ərazilərdə minaların və partlayıcı qurğuların aşkarlanması istiqamətində innovativ texnologiyaların tətbiqi sahəsində mühüm addımlar atmışdır. Bu kontekstdə, Böyük Britaniyaya məxsus şirkət tərəfindən hazırlanmış süni intellekt əsaslı proqram təminatı ilə təchiz olunmuş pilotsuz uçuş aparatlarının (PUA) ölkəyə gətirilməsi və əməliyyatlarda istifadəyə verilməsi xüsusi əhəmiyyət kəsb edir.
Sözügedən PUA-lar vasitəsilə mina təhlükəsi olan ərazilər üzərində yüksək dəqiqliklə müşahidə aparılır, toplanan məlumatlar rəqəmsal xəritələşdirmə sistemlərinə inteqrasiya olunaraq ərazilərin struktur analizi həyata keçirilir. Süni intellekt texnologiyası əsaslı analiz nəticəsində, basdırılmış partlayıcı qurğuların mümkün yerləşmə nöqtələri, onların növləri və əhatə dairəsi yüksək dəqiqliklə müəyyən edilir. Bu isə həm əməliyyatların planlaşdırılmasında, həm də mina təmizləmə qruplarının təhlükəsiz şəkildə istiqamətləndirilməsində mühüm rol oynayır.
Bu texnologiyanın tətbiqi, ərazinin relyefi və potensial risk faktorları nəzərə alınmaqla, müvafiq sahələrin öncədən xəritələşdirilməsini və resursların daha səmərəli şəkildə yönəldilməsini təmin edir.
